Enanga spoke on July 24 on Bilal FM radio station in Old Kampala. His warning comes after the police brutally beat up supporters of former FDC presidential candidate Kizza Besigye.

The brutality attracted a public outcry, resulting in disciplinary court cases towards some officers. Within The rapid aftermath of the beatings, police chief Kale Kayihura introduced that police had dropped tear Gasoline, itchy pepper spray, and are living and rubber bullets, and resorted to batons and water cannons as the instruments of option for dispersing protestors. Now, although, there’s a new type of tear Gas on the way.

“We commenced with just a few forms of motor automobile tear Gas, which individuals complained of; we introduced coloured tear Fuel to establish those interested in demonstrations, and when defiance continued, we introduced pepper spray which stings a person for Half-hour. And now We’ve brought the poop spray. Somebody will maintain with that odor for some time,” Enanga mentioned.

He argued that after Besigye was in court waiting for the ruling of his bail utility recently, he used to be calm, but on popping out, he started mobilising his supporters for defiance.

“I doubt whether Besigye is the most well-liked person in Uganda. We Have Now the Kabaka [Ronald] Muwenda Mutebi II. He has numerous toughen from his individuals but he drives his convoy to a planned venue the place he meets an target market bigger than that of Besigye. Have You Ever seen policemen beating folks following the Kabaka?” Enanga asked.

He also criticised neighborhood-based organizations (CBOs) for writing biased stories that raise best questions akin to “Do you just like the police beatings?” or “is police brutality just right?’

He said such CBOs are simply making their accountability to donors and, In The process, tarnishing police’s image. He did not spare journalists, whom he accused of “irresponsible and biased” reporting on police.

He noted a contemporary incident at Nakulabye the place Besigye and some FDC officials parked their vehicles in the course of the road.

“Journalists never suggested this incident, just as they didn’t record individuals on tree tops who needed to fall into shifting autos at Kalerwe. Most journalist use drama to tarnish the police,” Enanga delivered.

He then defined the three steps that result in both a police arrest, beating or shooting. Ideally, police first warns demonstrators using a megaphone. If people defy the warning, a policeman can use a baton to disable the demonstrator.

“We Are skilled to beat a defiant individual only in particular locations. Innovative drive is the second level. Right Here, We’re allowed to spray tear Fuel to disperse individuals. The third degree of taking pictures is applied when an armed individual tries to have interaction a policeman,” Enanga said.
